ADOPTION OF CHILD BY SINGLE PARENT

Adoption of a child by a single parent is the adoption of a child by an Indonesian citizen against a child of an Indonesian citizen where the prospective adoptive parent has the status of a single parent.

The flow/procedure of adopting a single parent child can be seen below:
1. Prospective single adoptive parents, for the first time, must come to:
  • Local social institutions and express intent to adopt children. After the social agencies reviewed and studied, while the COTA was directed to consult with the orphanage/foundation that was given permission or appointed by the governor for the process of adopting a domestic child (if COTA has come to the institution/foundation, the orphanage/foundation will notify that before the adoption is processed, COTA must come to the local social agency)\
  • The local social agency gave approval for COTA to be able to process it by completing the requirements/documents: application letter, COTA birth certificate, divorce certificate for those who have been married.
2. After the COTA meets the requirements, the provincial social agency directs the COTA, the orphanage/foundation to carry out the adoption process further.
3. The orphanage/foundation makes a request to the head of the local social agency to approve COTA for adopting a child.
4. Institutions or foundations that are authorized to explain/give information/consultations regarding the procedures for adopting children and the files/documents that must be fulfilled.
5. After the consultation, COTA must collect the files/documents needed for the adoption process. (COTA must send photocopies of documents and apply for adoption to the local social agency)
6. The head of the local social agency gives the disposition to follow up on the child adoption process.
7. After the files/documents are complete, the orphanage or foundation requests the head of the local social agency to conduct a first home visit (home visit I) so that the socio-economic and environmental conditions of the prospective adoptive parents can be identified by attaching the COTA files/documents.
8. The local social agency makes an assignment letter to the orphanage/foundation to carry out home visit I.
9. After the first home visit was held, the social work of the local social agency and social workers of the orphanage/foundation made a COTA social report which was known by officials of the social agency and orphanage/foundation.
10. The local social agency issues a decree on care permits signed by the head of the provincial social agency.
11. After the parenting permit is granted by the social agency, the orphanage/foundation will carry out poster care (child care) and handover of the child.
12. Care is carried out by COTA, approximately 6 (six) months, if COTA neglects its obligations, then the temporary care permit will be revoked and the child will be handed back to the orphanage/foundation.
13. After the prospective adopted child has been cared for for at least 6 (six) months, the orphanage/foundation requests a second home visit to the head of the provincial social agency.
14. The head of the provincial social agency coordinates with the ministry of social affairs, the directorate of child welfare and assigns the task of carrying out (2) two home visits to local social agency social workers and orphanage/foundation social workers.
15. Local social agency social workers and orphanage/foundation social workers together with social workers from the social welfare directorate carry out 2 (two) home visits
16. After home visits to (2) two, the social worker made a report on the child's progress while being cared for by COTA.
17. Then the provincial social agency submits an application for granting permission to adopt a single parent child to the Minister of Social Affairs.
18. The Ministry of Social Affairs held a central PIPA team meeting, which was attended by the central PIPA team which included the Ministry of Health, Ministry of Religion, Ministry of Law and Human Rights, Ministry of Home Affairs, Ministry of Foreign Affairs, POLRI Headquarters, Attorney General's Office, KPAI, KOMNAS Anak (Panti or Foundations and Others)
19. During the central PIPA Team Meeting, the team members examined and examined the Cota files, so the team members provided responses according to their duties and functions.
20. After the central PIPA Team meeting was held, the Minister of Social Affairs CQ Director General of Social Rehabilitation issued a permit to adopt a single parent child to the Head of the Provincial Social Agency to follow up the process of adopting a child to the regional PIPA Team, for Cota which was approved by the Team. If Cota's Requirements are considered by the Team to have not met the Requirements, then the adoption process is postponed.
21. Provincial social agencies hold a meeting of the regional PIPA Team, team members examine and examine the Cota file, then team members provide responses according to their main duties and functions.
22. After the PIPA Team meeting was held, the head of the Provincial social agency issued a decision on the Team for considering the adoption of a permit and a letter of recommendation from the head of the Provincial Social Agency to follow up the process of adopting a child to court.
23. After the head of the Provincial Social Agency issues a letter of recommendation for adoption, Cota submits the child adoption process to the court to obtain a determination as a legal adopted child.
24. After the issuance of the court order, Cota must come to the Provincial Social Agency and the Foundation for data recording.
25. Cota will record the birth certificate of adoption at the Civil Registry Population Service.
26. Cota must be willing to report on the child's progress every year until the child is 18 years old or monitoring and evaluation is carried out by the local Social Agency.
